Charter

The culmination of the planning phase is the creation of a PMO Charter, a foundational document that outlines the structure, objectives, and strategic direction of the Project Management Office (PMO). The charter should encompass the following key elements:

  1. PMO Mission

    • Clearly define the PMO’s primary objectives and its strategic approach to achieve these goals. This mission statement is a guiding principle for the PMO's activities and decision-making.

  2. Customers and Stakeholders

    • Identify the primary customers and stakeholders involved with the PMO. This includes understanding their needs and expectations and how the PMO will engage with them to ensure alignment and satisfaction.

  3. Service Offerings

    • Outline the main functions and services provided by the PMO. This may include project oversight, governance, support for project managers, training, and resource allocation.

  4. Organizational Structure

    • Describe the organizational framework of the PMO, detailing roles and responsibilities within the team. This section should clarify how the PMO fits within the broader organizational structure and the existing reporting lines.

  5. Key Performance Indicators (KPIs)

    • Establish the metrics that will be used to measure the PMO’s success and effectiveness. Define the targets or success criteria associated with these KPIs to ensure accountability and facilitate performance monitoring.

  6. Budget

    • Provide an overview of the financial resources required to implement and operate the PMO. This should include initial setup costs, ongoing operational expenses, and projected return on investment (ROI).

  7. Tools

    • Specify the Project Portfolio Management (PPM) tools and software necessary for the PMO to function effectively. This may include tools for project tracking, reporting, and communication.

  8. Roadmap

    • Present a detailed implementation plan that outlines the steps required to close any identified gaps in the PMO's capabilities. This roadmap should address what needs to be done, how it will be accomplished, and the timeline for completion.
