Model States
The 3C Change Management Model encompasses two interconnected cycles: the primary and implementation cycles. The primary cycle consists of three key states: Capture, Consider, and Conduct. Within the Conduct state, a smaller cycle emerges, comprising three specific states: Plan, Perform, and Prove.
Capture Change
Any employee identifying a need for change has the authority to initiate the change management process. The individual initiating the change will notify relevant stakeholders and complete the change management request form outlining the proposed change. Once the change has received the necessary authorised approval, the Change Manager will contact the employee to review the change management form.
Consider Change
The Change Manager will log and evaluate the change management request form before passing it on to the appropriate process owner or manager. This step involves assessing the potential operational impact, conducting a cost-benefit analysis, and identifying associated risks. If the request is accepted, the designated change owner will outline any necessary actions to mitigate the impact of the change and will forward the request to the appropriate manager for final approval.
Conduct Change
The change owner is responsible for implementing and coordinating the actions necessary for the proposed change. Should further assessments be deemed essential during the implementation phase, these evaluations will be documented and submitted for review before finalising the change process. The change management process will only proceed once all assessments have been thoroughly reviewed, ensuring proper oversight and monitoring until completion.
Close Change
Although technically a fourth "C," the Close Change aspect is included within the Conduct stage. The change owner must verify that the proposed change has been successfully implemented and evaluate the effectiveness of any associated control measures. This final step ensures that all change elements have been addressed and provides a precise closure to the change management process.
