Who are the primary customers and stakeholders?

What are the main functions performed?
Organizational Structure
How is it organized, and what are the roles/responsibilities?
KPIs
What metrics will it be measured by, and what are the targets or success criteria?
Budget
What does it cost to implement and run it?
Tools
What PPM (project portfolio management) tools are required?
Roadmap
What is the implementation plan, or what, how, and when are gaps closed?
